If peak users represented 1.7 million subs, would you say that this current reduction in activity would indicate (not prove) that there are only around 400k subs left in swtor?

If it was then yes - but you would have to add "with a margin of error of +/- X%" And comparing what EA have sort of said (mot easy given the wooly nature of their comments) to what XFire showed then +/-20% as a minimum.
But RefMinor is totally correct. This is not a group of XFire users who started playing SWTOR back in December and have gradually left. Some will have started in December, some in January, some in February, some in March on a trial and so on. We have to assume that we have a shifting population.
And the easiest way to do account for this is to make your margin of error bigger; +/- 200k maybe! We simply don't know, or claim to know, how good, the data is. It doesn't appear to be "bad" however.

Probably a combination of things. We know from what EA reported that people bought the game in the Christmas to New Year period and that sales continued into January. People who opted for the 3 month sub will have been progressively coming up to their renew or terminate point - and probably terminated in anticipation of EA sending them a come back for free e-mail.
SW buffs are being bombarded by SW Kinnect I suspect; lots of advertising and promotions - same worldwide maybe?
TERA yes for mmo leaning folk maybe; EQ1 went f2p as well. However as a "story driven game" lasting 3 days or a couple of months there are lots options out there that will compete with it; not just mmos.
The question now: is there a floor for SWTOR? And will EA change there business model?
The decision to run the 7 and 30 day promotions must have been taken with senior - and I suspect EA senior management not just Bioware management - involvement because of the message it sends. And EA must have been able to see the drop coming. Just a case of how bad is it?

Difference is, I've PLAYED TOR, you haven't played GW2
I'm pretty shocked that BW hasn't been able to crank out cross server group finders and rated battlegrounds. I think this game is just another addition to the case study of big MMOs that released incomplete. And since they don't have them even now, they are totally hosing themselves as once they're added, many of the people that were waiting for that functionality may have latched on to GW2, TERA, D3 or TSW.
This game actually has a solid foundation, but I don't see how they can stop the inevitable loss of susbcribers. A couple of months ago I figured I'd jump back as soon as they added multiplayer space sim style combat. I'm not sure that's the case anymore.

"Subs are going up" news hits the headlines.
A month later this was clarified as "subs are going up in Catalonia having risen from 1 to 2".
