Best PvE in Age of Sail type MMO

I am looking for the best PvE out of the following games: Pirates of the Burning Sea, Uncharted Waters Online, or Pirates of the Caribbean Online.  My definition of best is basically fun and varied quests that are not just kill 10 of this and rinse and repeat.  Thanks for any advice on these games.

    UWO has scripted PVE battles. any navel quest you pick up from the guild gm's is go to X location and sink X target ship(s) and thats generally 1-10 ships that spawn... you then reset the port and do that quest over and over again... until your cannons break and the ship is full of holes..

    if you want unscripted battles.. you load a warship with 1-10 high level goods and then sail around the sea 9/10 npcs will random encounter spawn on you and attack for the goods... which is both good and bad  ... good in that its random location and fleet type... bad... as it can be a fleet of 10 junky lv 1 barac's or a fleet of 10 iron clad frigates that WTFBBQPWN your ship in 1 volley...

     

    the other 2 i have never tried so idk the pve.... UWO i got to rank 44 navel (thats the combat tree) before i quit (this also predates netmarble teaming with gpotato soo it may have changed alot since then)

    That's a hard one... I'd say Pirates of the burning sea is probbaly the best, but only by a small margin over uncharted. Pirates of the carribean is cookie cutter kill/fetch style.

    All three are going to have generic crap quests, I'm just going by who has the least.

    To find an intelligent person in a PUG is not that rare, but to find a PUG made up of "all" intelligent people is one of the rarest phenomenons in the known universe.

    I play PotBS and while there is variety in the quests, there is of course only so much you can do.  Kill things, run escort missions, boarding / capture targets and land missions (weakest part of the game).

    The biggest draw is the PvE ship to ship combat.  This isn't whack a mole and you can't just lay alongside and trade broadsides.  The combat here is more of the chess situation.  Plan out your attacks and get into position to dominate the fight.  More so when you are fighting 2v1 or even 3v1.

    It's also the only F2p game I've never ever put any real money into.  Just not needed.

    Thanks for the quick replies...I think I will give both PotBS and UWO a quick try and see which one works for me.  I wish someone would come along and make a new game of this type with a bit less sandbox (at least early on) and a bit more story for sea and land missions, but it is clearly niche game setting so I will not hold my breath.

    There was an amazing one made some time ago called Pirates of Darktide I believe, sadly the company got bought out by none other than Bigpoint, and as you can guess they prompty proceeeded to obliterate any form of quality it had. God I miss that game, simple yet amazingly fun.
