EQ2 started as a subscription model only. They tried a premium service server for a few years and eventually stopped that if I remember right. A year or two ago they added a couple of hybrid monthly subscription/free-to-play/cash shop servers with 3 levels of subscription.

They are now in the process of taking all EQ2 servers to a different free-to-play model. Within that model they are also changing up the different levels  of subscriptions.

That's the background history. You'll have to figure out what they think they might could, maybe, possibly, indefintely are absolutely positively 100% going to do from today on for yourself.

Actually EQ2 was P2P since 2004 when it came out. In 2010 they came out with EQ2 Extended which was one server that was F2P with cash shop. You could play up to Sentinel's Fate without buying the game. You had a Bronze account, Silver for $10, or Gold for $15/month. In December 2011 all servers went F2P with this same model.

OP: Basically just create an account and start playing. If you want anything above Sentinel's Fate you will have to buy the latest 2 expansions from the station cash store. Those being Age of Discovery and Destiny of Velious.

View this page for a comparison between Bronze, Silver, and Gold.
