Theres not much else they can do... if people are just going to let each faction farm eachother then it doesn't matter what they put in place, they'll just coordinate with the other faction. Players are whats killing the open world PvP.
Players will always find loopholes in systems, and they have zero reason to think there is anything wrong with it if the game allows for it. It's up to the developer to design the game so these things can't happen, or to discourage them effectively. Blaming players is the cheap way out.
and this is why you can't give players freedom. because many players are a**holes and will exploit and screw over others as quick as they can.
this is why FFA PVP will be nothing but a niche for online sociopaths because while the concept of having a open world where you are free to do whatever you want sounds awesome in concept, it will utlimately be populated by the cesspool of gamers. whos only goal in the game is to make another gamer life a living hell in that game.
thats why i play Skyrim and I am playing SWTOR as a COOP game (i ignore general chat and only group with the 2 family members) because the players ruin the game. just yesterday my wife and I killed some mobs to get a node only to have a 50 swoop in and take it as we attack and laugh at us when i told him we were fighting to get the node.

Me thinks you are in the wrong genre.
No, really, if you hate people so much, why are you playing Massive Multiplayer Online Games?
Go back to single player RPGs please, i don't buy FPS and then rant on forums about how much i hate to shoot things, it doesn't make sense.
actually thats why i am loving SWTOR right now because I can play it COOP (which i can't do in most singleplayer games) and have a constant stream of content.
I don't hate people but i just find it funny that as soon as a game company gives players freedom many go out of their ways to find loopholes in order to screw everyone else. this is why we as gamers can't have nice things, because too many are pieces of crap.
I remember talking to a former guildie who was talking about skyrim and we talked about online play. his first thought was "yeah that would be cool my goal would be to see if i could kill all the NPCs in the world". its like Why?!?! because you have the "freedom" to do so doesn't mean you should.
So far the only way i can see to turn this concept around, and not just in SWTOR but in all game of the same design, is to make death in PvP count more than a mere walk to the spawn point, armor degen, tempo debuffs etc etc yadda all that crap we are already used to see in these games. Maybe players could loot you, steal some of your gear or money, maybe create some secondary dynamic leveling rank that would allow players to gain/lose benefits when killing/dying in PvP combat.
At the same time world PvP must have a huge and heavy impact in the game world. Something that would make players engage in PvP. It has to be more than a mere area control rights, or entrance to a boss fight, or some cute castle.

Actually unless someone needed a turn in from a NPC, it used to be fun in EQ to clean out cities of their NPCs. They didnt take long to spawn, and usually folks would leave up any that were needed.
At least on PVE servers.....no clue what PVP was like, although a good story about those type servers was the exploits of Fancy the Bard(Google it). Go Go Good guys heh.
Asking Devs to make AAA sandbox titles is like trying to get fine dining on a McDonalds dollar menu budget.

There are tons of things they can do. For one thing they can make PvP farming a bannable offense, this has been done in other games. More over they can make it less rewarding to PvP farm by having timers for killing the same player.
So dont come with that BS that nothing can be done and everything is the fault of the players. ALOT can be done.
So.. basically, you want them to ban players or set timers for killing the same player... for what.. a griefing measure? Those are the worst ideas I've ever heard. Try again.
Just because YOU think they are bad ideas does not mean nohing can be done. Nothing can be done in your opinion because you have already put the blame on the playerbase so naturally then nothing can be done by the devs....
I actually outlined exactly what I thought could be done... and it wasn't counterproductive like banning a playerbase for doing something that is possible through regular game mechanics. That would be punishing people for a games bad design, and hurting the company at the same time. It is absolutely, not the way to go.

yes i know who Fancy the Bard is i read his idiotic story the first time. training/griefing people wasn't funny the first time i saw it probably still wouldn't be funny if i did google it now.
sorry but i don't get off on griefing other players.

And I see the age-old PVP flagging exploit is alive and well...

Great way to catch those sleepy carebears that think they're safe on PVE servers. Not.
Did BW develop this game in a vacuum ? Did they ignore the entire history of MMO PVP ?

I really dont see many ways out of that dillema.

Something like EvE online offers to PvP gamers.
