You have to click the " england" flag. If you choose USA flag for language options you wont be able to register your key. Or at least I could not.
no i mean the in game stuff, lik voice overs & the menus etc. ect.
Not sure if they have seperate clients for each language or if all 3 lauguages are on the same client and you select it in the options menu in-game.

So when they say Europe, England must get included too right? So there should be English I think.

99% of MMO clients in Europe will be English by default. Tera-Europe will likely be the same.
