It's not about the character level wipe, it's all about the name wipes..
The biggest and most important point of pre-ordering a MMO is to get your names you growed to love in other MMOs.
Not all potential players pre-order so you have a much lesser chance that your character names of choise will be taken by the time you log on (there is ALWAYS someone loging in faster then you).
Since anyone who registered for beta gets to play open beta regardless if they buy the game or not, you get to 'compete' with much larger pool of players for your desired names.
Even worse, you could lose your desired names to someone who not even going to order the game after open beta, which is lame.
As far as leveling race that happens in every new MMO, this decision has no consenquences at all, it's just an earlier start for all participants.
That's how I see it, unless I'm missing something.

Not sure it's a good thing. IMO only F2P MMO's leave the characters 'alive' after the OB passes and the game is released. Not to mention, even during OB some bugs can be found and a lot of publishers DO NOT use the latest release of the client/server software, so bugs/exploits can still be there in OB and used by players...
Aside from that, Frogster will wipe the servers ater OB...

True, I forgot to mention new exploits that get discovered in betas and do get fixed by launch.
All in all, no-OB-wipe is a terrible idea.
