I think they will just activate your account when the time comes, if u go to your SOE account, you can see "Planetside 2 : Inactive" right now. They will probably send an email that its active when the time comes.

NB! This is how I see it, its not official we know, nothing yet.

I think they are only giving beta access to ACTIVE subscribers of PS1 and not to anyone that has ever had an account.
