Came here to say this.
PSU actually had a really good system on their site for Outfits and I expect them to get it going for PS 2.
Not to mention the fact that PS1 had an in game system for Outfit recruitment and I expect PS2 will have something along those lines. You could list your outfit in an in game menu with some information about what you were recruiting for and info about your Outfit. People could apply to the Outfit in-game if I am remember correctly.
Don't expect the best Outfits to recruit here. They probably won't.
