I'm getting about 70.
I have two other computers plugged in my router thats running also and i'm not sure if that has any impact on latency.
To check your latency with win7:
open Resource Monitor and click the box next to Tera.exe, it may take a little while for latency to load so just leave the window open while you play then check it 5-10 minutes later.
