I used to work in strategic online marketing for a game company. My vote is Tuesday for several reasons.
You don't want to bother people on Monday when they just returned to work/school and probably have enough email and other stuff to deal with - you will be ignored.
By Tuesday, they've likely gotten their stuff from Monday sorted out - and if this were a promotion for friday, you'd want to give them enough notice. In this case, it involves downloading over 20 gigs so people definitely require a decent amount of advance notice.
So yeah, Tuesday makes the most sense to me
