i wonder if you can craft yellow, high end armor and weapons.

This is something that I'm trying to find out also.

I did discover this http://tera.enmasse.com/game-guide/crafting crafting guide which explains a little, along with somewhere saying that the crafted items are better than random drops.

So it appears to be on a similar footing with WoW and Rift. I guess.

Best gear in the game right now (lv60)  is +12 crafted gear, and yes it's a money sink.

Yes you can craft gold gear and high end gear.

Here's a list of all the gear so far (note: its a mix of Korean and English because NA / EU have only gotten to lv38 so far)
