NCSoft is just publishing their game, the same thing as they did with Guild Wars 1!
The same thing is really with publisher and writers of the books... Lets say Jon Petersons writes a book and a company named "Happy book" publishes it... Does it mean the book is written by "Happy book" company ?
Ofcourse not, that's the same thing with games... It's true that many publishing companies are owners of some dev studios but that doesn't mean the publishing company is creating and developing the game... No the company simply publishes it when the subsiduary is actually developing. You have other companies in the world which are owned by bigger ones and still the subsiduaries are working on their own products independantly.

I actually said I thought GW2 is "All in all, much better game than TOR...", so obviously you didn't read what I said. Also, TOR did not fail because of story. It failed because the devs didn't want to take risks in terms of combat and world design. For the same budget the could have added day night/action combat/more endgame, but instead they added pointlessly boring side quests with 10 minutes of dialogue. The actual main storylines and planetary storylines, as well as some of the random quests you come across were good, just the 'filler' was not.
So you're saying it's a good thing then that NCSoft stayed out of ArenaNet's way and let ANet develop the game they wanted to, which indeed involve taking risks with the vast majority of "traditional" MMO standards. Yes?
NCSoft has developed games themselves, um... what were they, Tabula Rasa is one iirc, ... aren't they also the developers of Aion? Man, I'm rusty.
Looking at the OP's point, I don't want traditional quests in the cities...but some DEs, or maybe jsut some incentive to explore besides the xp for tagging each waypoint, would be nice. More converstaion options to increase ferocity/charm/dignity might be a good start. And secret vendors, small random rewards, etc might be nice too.
There is a video on youtube that shows a "behind the scenes" deal with a few dynamic events. The player decided to follow NPCs and see what they were doing on their own that eventually led to some of the Dynamic Events that pop up. It was really cool to see that the world is doing it's own stuff that ties into many of the DEs that pop up. So if you want backstory as to why a DE happened, you can stick around the area and look for NPCs talking and moving around to see where it goes.
