http://www.mmorpg.com/gamelist.cfm/game/477/feature/6481/Updates-to-the-Political-System.html/page/1
TERA’s political system is one of the features we’re most excited about, and it’s a part of the game we’ve spent a lot of time refining. With our second round of vanarch candidates stepping up to serve their servers, we thought we’d take some time to talk about some upcoming changes to this already popular aspect of gameplay.
As originally conceived, a player seeking vanarch status had two paths to the office—campaigning and conquest—with the latter requiring candidates and their guilds to distinguish themselves through battleground play. While revisions to the battlegrounds aren’t quite ready, we are happy to announce that we’ve found a way to put the fight back in political infighting!
In the revised system, candidates will select a continent as usual, but they will also select a competition type. If they choose a straight election, they’ll rank their preferred provinces and then begin campaigning for votes. If they choose to fight for the right to rule, they’ll rank their provinces, and then their guild enters a modified guild-versus-guild (GvG) PvP battle with all other candidates’ guilds on that continent.
When the competition phase begins, all members of other eligible guilds become targets. But instead of a normal 24-hour fight, vanarch GvG is a weeklong affair. We’ve set some limitations: only kills scored on characters level 40 and up count, and there’s a cap on the points your guild can earn from a single guild’s members per day. Vanarch GvG doesn’t replace normal GvG battles (those are still declared and resolved as usual), and even though you earn no points for lower-level characters in rival guilds, they’re still on the hit list.
Vanarch GvG tracks progress the same way as voting races. Players in candidate guilds can check their current vanarch GvG points but not those of other competitors. At the end of the competition, the guilds with the most points on each continent get provinces to rule, with ties resolved by the first guild to reach the point total.
In each election cycle, several provinces per continent (Southern Arun, Southern Shara, Northern Shara) will be eligible for vanarch GvG. Those provinces will not be eligible for voting purposes, so dust off your weapons and get ready to fight!
I have to say this is a total save on the vanarch system. The limit on how many point can be scored and level limit is really nice. Noobs don't have to worry about getting camped and people can't farm the same people for points.

excellent addition, this will surely help the open world pvp
<-- happy
This is desperately needed, anything to provide some content at endgame is a welcome sight.
Yeah this is a very nice system, this one seems much better than the system they have in Korea which is through BGs.
Velika: City of Wheels: Among the mortal races, the humans were the only one that never built cities or great empires; a curse laid upon them by their creator, Gidd, forced them to wander as nomads for twenty centuries...
I already said this - awesome
Now my guild can join the vanarchs election for opvp all the week with other guilds
'A total save'??
It doesn't change the fact that apart from a nice mount, being Vanarch gives you pretty much f*** all power. It's just costly and a pain in the ass to maintain. This was why it failed so hard in K-Tera. There was no return.
It's not like if guild A are in charge of an area then guild B has no access to that area, so guild B has to fight to regain access. That would be something. It's just a pointless figurehead.
They're just desperately trying to throw in reasons to opvp and endgame. When a game doesn't have that from the word 'go', then it's already tripped on the first hurdle.
There is a reason the pvp Vanarchies in Korea are linked to battlegrounds and not gvg:
Exploits
The political system right now has 3 big unsolved problems:
1) it's not profitable. You spend a ton of time and money to just obtain a temporary mount and nowhere near the money invested. Farming money to enchant equip is much more useful than grind policy points and money to help other players.
2) Being a Vanarch is not interesting. You literaly gain nothing. A mount and the power to open a few service in you region. That's it. You don't feel like the owner of the area more like a nameless clerk doing trivial tasks. You cannot declare war on other vanarchs, you cannot ban other players from your area.... you don't feel to be in control of the area because it's not really territorial control.
Not only that but it's even a ungrateful job. The other players will whine and rant like little kids because they don't get as soon as possible every single shop open in the area and the lowest taxes too.
Many vanarchs from the first round just gave up: they want to play a game not hear countless of whining kids
3) the impact on the world is minimal at best. Nobody cares if Joe or Bob is the Vanarch in that province. It doesn't make a difference to the average player. 99% of the server population don't want and won't bother with the so called "political system"
Until they solve these issues the political system will be a failure. It failed in Korea it failed here.
The devs must make it so that being a vanarch is profitable. The vanarch must make TONS of money. I mean A LOT
And vanarch must have much more powers. Being able to declare gvg to the guild vanarch of a different region. Or for example being able to have a black list of guilds that are banned from entering the area (guards and every players can freely kill them). Vanarch want to feel the owners not some low level administrators
And even better add siege system and Vanarch castles other guilds can attack
But i guess it's too late for that
I think it'd be nice that once they won the zones via pvp they'd close all the shops and raise the taxes to a bajillion percent. Don't like it...beat em in pvp...mauahahahha
You close the shops you make 0 income because everything can be bought in a major city besides refined alkhest and some slightly better crystals. As a memeber of a vanarch guild i can tell you all we did was hunt world bosses for policy points to keep shops open and made around 60-70g a day in taxes in a dead zone. What do we get in return a horse in a skirt thats 10 speed faster than a quest mount.
It's laughable that they call this system refined and one they are proud to have released. At it's best its just a showy mount (ugly in my opinion) and extra work.
Well i hate to say it again... but...
I told you so

even the gvg for vanarch system is failing hard
Nobody should be surprised (except blind fanboys)
depends on if they EME does anything about it
if they don't do shit, then it is pure fail on them.
Rolf, I don't know how it is on other servers, but on VOT, it's a massive joke. Just take a look at who is winning the Vanarch through GvG.
http://i.imgur.com/Sh8VY.png
As you can see they only have 2 members in the guild
http://i.imgur.com/PWO2t.jpg
But as you see they are so far ahead in the vanarch GvG race...lol
These guys are kill trading non-stop and it seems EME isn't doing anything to stop it. Funny part is these 2 guys are fully trolling the server about it as well in LFG chat.
I can't believe EME didn't see this coming and is not doing anything to stop it.
Why ppl kill games thay play ?
Because developers are stupid and deserve it.
It's too late now.
The whole month is ruined. And besides if they wanted to do something about this they would have done before they introduced the whole gvg for vanarch thing since they 100% this would have happened. I suspect they consider kill trading 100% legit since it's playing by the rules and devs cannot be 24hrs a day on a server to control logs and hear players endless whining.
GvG for vanarch just adds fail to a failed system. Btw are you surprised by this?
Enmasse doesn't care about the exploit.

just as planned
Yeah, it's kinda lame, but nothing is lamer than raging game nerds.
Hopefully it gets changed so all these people can go back to complaining about something else entirely.

Well one guy was complaining about the exploit with a GM. The GM replied with banhammer and "lol we don't care about your subscription so STFU".
Hilarity ensues.
Watching Tera's trainwreck is even funnier than Swtor's
Yeah, that GM comment would get someone fired for sure.
The GM might not care about your sub, but his employers (soon to be ex-employers) do... especially when you do something that can be screenshotted and spread around like wildfire.

Its almost like the people makeing the games have never played a online game before. Did they really think nobody would exploit this? i mean come on, this new vonarch system is almost as fail as nexus.
It was actually for spamming.
There were a lot of people spamming the LFG channel.
http://massively.joystiq.com/2012/07/08/tera-guild-farms-itself-for-political-gain-playerbase-outraged/
I'm hoping shit like this would get them to wake up and take action when they get back to work on Monday
The OP should be changed tot vanarch system+GvG= FAIL!!
Then again I am not really suprise, something similar happen in korea right after i quit the game last year.
Protip: the spamming happened only after the ban.
People were just outraged and the whole "Where is the beef?" meme rised to glory on the forums.
It's too late to "take action". The july elections are ruined for good. And only a company made by retards couldn't have seen predicted such an exploit.
I guess Enmasse and Frogster are competing for the "Fail Publisher of the Year 2012" Award.
It's quite funny because out of the 4 tera regions (Korea, Japan, Eu, USA) US Tera was the only one that wasn't simply dead. but i guess they want to kill the game for good everywhere. It's a Ncsoft conspiracy : they bought Enmasse too.
From what I saw that night, people were being idiots on LFG like always so a GM told them to stop making racial comments etc. When people saw a GM give the warning in the channel, that's when everyone kept talking about exploit and telling the GM to do something about it. There was some bickering between the people in LFG and Bloodline and of course people were making nasty comments about Brazilians. Another GM, Beef, came in and told them to stop or get banned and then I remember a lot of people were still telling the GM to do something about Bloodline and their exploiting. Then a lot of people were saying how the GM Beef was a part of Bloodline and was really Brazilian. Then the channel spam started happening.
Nexus being boring as hell, I would say LFG was entertaining and something that kept me awake. I made a comment or two but didn't get banned since I didn't say much. I believe there were some who got banned from LFG and some claimed they got booted/DC from the game.
EME isn't too bad, it was expected that they wouldn't make any official statement until today since it was a weekend.
EME has deleted all the "Wheres the Beef?" threads - banned most people that have posted about the issue (or Chat), and locked the other threads. Even the thread you posted has been closed..lol
Talk about massive damage control..lol
But the Dmg has been done, there is even an article on Kotaku now..lol
http://kotaku.com/5924326/maybe-it-wasnt-a-good-idea-to-let-players-fight-each-other-to-run-a-video-game
Supposedly EME is gonna do a hotfix tomorrow, but look at those patch notes...lol

Miscellaneous Changes
Leaving a guild starts a 24-hour cooldown before joining any guild is allowed. Your real-life cooldown may take longer.
Vanarch flags displaying the vanarchs guild logo have been added and can be bought with policy points. Vanarchs can plant the flag anywhere in the province they rule.
Vanarch activities are now displayed. Consider it our contribution to transparency in government.
Hovering the mouse over the clock/FPS UI will reveal a tooltip showing ping, play time (starting from world entrance), and total play time for that character. Let the my play time is higher than your play time competitions begin!
In vanarch guild-versus-guild competitions, the maximum points you can earn per day from a specific opposing guild has been reduced from 600 to 100.
How is reducing the points needed and a 24 hour cooldown changing guilds gonna stop kill trading..lol
lol this won't solve anything...
