If you're only referring to revenue then World of Warcraft is the best P2P MMORPG. The best F2P MMORPG is hard to say. They generally don't release statistics and when they do it's just stuff like total amount of registered users.
There's no such thing as the best MMORPG if you're not referring to revenue though. It would just be a matter of opinion and you'd be asking for conflict.

LFD tools are great for cramming people into content, but quality > quantity. I am, usually on the sandbox .. more "hardcore" side of things, but I also do just want to have fun. So lighten up already

Best P2P - DAoC - It was my first MMO and also the one I have probably put the most hours into. Still waiting for a game to get RvR right again but, I'm not holding my breath.
Best F2P - Global Agenda - Even though I payed for it on release it eventually became F2P. Some people say it isn't an actual MMO but, like DAoC it is the F2P game I have invested the most time into and enjoyed more than any other F2P game.
Best being most financially successful is fairly easy...

Best F2P- World of Tanks - CBA to look up actual figures but just a guesstimation. It isn't hugely successful in NA but in Russia and Europe it has a massive playerbase and has spawned two more separate but connected games currently in development (World of Warplanes/Warships). Love it or hate it but, it is a huge moneymaker.
My favorite P2P is WoW, although I don't play anymore. Was solid fun back in high school.
My Favorite F2P is Runes of Magic. Dual class system with crossover skills, sounds like Rift but actually combines classes instead of leaving everything open.
I played WoW up until WotLK, played RoM for 2 years and now Rift. I am F2P player. I support games when I feel they deserve my money and I want the items enough. I don't troll, and I don't take kindly to trolls.

Best current f2p: I would go with Runescape although it's damn old and/or Vanguard the fact that you get to craft your own ship and actually walk around on it, with your mates.

There is such a thing as a best MMORPG. It is called a personal opinion. For me, the single best MMORPG that I ever payed to play was Lineage (long time ago). I honestly couldn't pick a favorite F2P MMO, since none of them have been able to hold my attention long enough. It would probably be easier to mention my least favorites.

Best Pay-to-play ever: Vendetta Online, obviously. No other game does it like VO, and no other game has been doing anything like it for as long. Next week marks my 10th anniversary in this game; never left.
Best Free-to-play ever: To answer this I'd have to go way back into the dark ages (mid-late 90's) and pull from the dark fields of my memory those hours spend over telnet connected to a Multi-User Dimension by the name of Abandoned Realms.

The best MMO ever has yet to be created. Technology has along way to advance before it will happen.
As for best Free MMO. I would say that is currently Anarchy Online.

AO is a solid 13 year old MMO, but it is only free so long as you do not want access to any of the official expansions.

Nope still sub-based. It actually averages about 1.5-2k players during peak hours, probably mostly people like me that will sub for a month or two every so often to get an RvR fix. They could probably get more if they lowered the sub price though, still costs as much as it did at release way back in 2001.

Best P2P: Shadowbane. Nothing since SB has come as close to capturing the true sandbox feel.
