Does weapon and armor from GW1 hall of monumens level up with the character in GW2?
In other words, can we use rewards from HOM through entire GW2?
They do not level up with character. However, you'll be able to use transmutation stones to combine their skin and another item's stats. There may be a different mechanism to increase their level, but there's no specific info on that yet.

Free transmutation has been known for a while and is in almost every FAQ/interview. As for them not having stats, I don't remember where I read that. Probably the official forum. Anyway, it doesn't really matter. Even if they have stats, those stats will become reduntant fast enough.
