Maybe I'm over looking it, but how do I get the faction outfits in the game?

    Level up with your faction to a certain level.

    Faction Outfits or Deck Outfits?

    Faction Outfits are earned through advancing your rank within your chosen faction.

    Deck Outfits are earned by completing the skill requirements for that specific deck. As an example: The templar Witch Hunter deck requires you learn a combination of Blade and Hammer abilities to complete the deck, upon gaining all the required abilities for that deck you unlock the outfit and can claim it.

    I think you'll get your first outfit when you complete your first faction quest. It will be located in your Multislot area.
