I wouldn't be at all surprised if getting rid of a lot of the "the other players are the enemy" features e.g. having separate resource nodes, not having players competing to kill the same mobs for a quest etc, makes a huge difference. If you want a social game then other players should never be the enemy unless they're supposed to be.

Guild Wars 1 Community is one of the best. Such is price of popularity I guess...
From my experience with GW1, the community was full of immature players. When I started my first character and asked for a person to party up to get the res signet (Prophecies campaign), someone joined but as soon as we left town left the party. Lot's of immature chat going on too.
Best: FFXI, Everquest, .....can't think of another good community
Worst: WoW, FFXIV, anything else I have played since WoW
MMOs can only have communities if they are challenging and force people to work togather to accomplish something that they could not do on their own. I don't know of a single MMO that still does that.
Worst Communities: WOW, EVE, any full loot pvp MMO and any P2W MMO
Games like SWTOR and AoC kind of fit in the middle. With SWTOR leaning to the worst side and AoC to the better side. STO seemed to have a decent community when I tried it in F2P.
Oh I think gw2 is pretty good for a modern mmo. But it really really depends what server you are on, I wouldn't like to be on that server where all the 4chan people went
I have no best and worst. I tend to socialise both in guild and randomly with whoever I meet in games. Most of the time I also keep an eye on general chat channels , especially during crafting etc. I meet both great ppl and asses in every MMO. And I see annoying behaviour but also always very helpfull ppl. Regardless of popularity, payment model and how old the MMO is.
A difference that I do notice is that when there is a lot of trolling in general chat, the help usually turns to private msges. I can tell from when I have questions about things. But this is all from personal experience of course.
It might make a difference that I don't really expect much when there is so many people. You always get some annoying behaviour when many ppl are around imo, It only takes a few ppl to make it noticable. MMO's are not different in this.

Far below average: Mortal Online and EvE
Aion, Rift, SWTOR, and other have been typically average and because there isn't really much (features) that is community drivien it can't exceed that flat threshold. If there were such things it might mean it would be above or below average based on what the players do with it. MO and EvE, players are cutthroat RPG-PvPers and so they abuse the community to their advantage. Where the game is more PvE centered or PvP is cooperative, the community has the potential to be better.
So, to give more spice to the topic, because i have a feeling most of you will refernce EVE or LOTRO (and WOW), what are the 3 best and worst communities you're seen in mmos?
WARNING: Because i also know many of you will say the older mmorpgs like UO, EQ, DAOC, SWG, etc, i'm talking about the mmorpgs of today's time, being it AAA, indie, whatever, like Rift, SWTOR, FE, etc (probably the post-WOW mmos). I understand the older times might have been beter, but this is nowadays. Sorry
#2. EVE Online ofc, with the paranoid background checking for spies/thiefs + the horrific self-proclaimed elitist players on 1 side (the big alliances directors + CEO's) and Goons on the other side.
I must say I always play on RP servers (if possible), so there might be some differences in experiences.
Top 3:
GW2, people don't insult. However this might be because they get shinies anyway. Other than that the no insulting plus a nice guild is a good thing. If only more people wanted to hang out and not play a single-player zerg game... *sigh*
SWTOR, had a blast in the game and met tons of dedicated SW fans/RPers. If all I could do was hanging with the PvP/PvE only crowd I'd compare it to WoW, but as ignorance is bliss I just blocked those people out and hoped karma would be a working system...
RIFT, once again RP-PvE server. Met tons of fun people to hang out with and play with. Even in dungeons (when I played, which was the first 7-8 months and I'm currently subbed again).
Bottom 2:
WoW, RPers are mostly nice people, but, when looking at the big picture, the rest of the people I met were of the 'kick because you don't know something' and 'don't talk, I want shinies' type. Not to forget the insults in both PvE and PvP whenever, no particular reason needed.
Shaiya, F2P/P2W game I played before knowing better. In short: people who paid could do whatever they wanted. Kill stealing, harrassment (in the way of stalking and killing everything in sight) and griefing are just a few of the things.
Basically it's all about how you approach people. I myself like to socialise and chat more than killing stuff and often times I'd be killing for an hour and chatting for about double the killing time. This leads to only really getting along with like-minded people, which leads to a social environment. If there was an asshat around, I'd just swap to a chat (guild, area, party, whatever) that did have nice people and let the other person. Often this works, but if there's no people to really talk to it's kinda game over.

I just can't help but regard anything that mentions WoW or GW2 as either best or worst communities as nothing more than a pissing contest between WoW fans vs GW2 fans. This is because neither of those 2 games have the best or the worst communities. They have communities that is overall average and have a large diversity of players.
Only games that truely have terrible communities are pvp server players on AoC and APB.
I thought the WoW community was great in the original game + TBC, at least on my server. Wotlk and afterwards, not so much. Especially when the x-realm stuff came along in full force it felt like the pocket communities were flushed down the toilet and ended up being just a giant cesspool of nothing good.
Hard to say today, about any game, since I havent stayed long enough in any of the recent games or communities to really have a solid opinion.
If a game community is bad I don't stick around long enough to figure out if it's worse or less bad than some other game community. I just leave.

Best: (for players who are either new or may not be part of a "guild" of some kind)
1. TSW -- very tight community that is tied together by the content and underdog status
2. Fallen Earth -- many veteran players spend hours in the new player help channel with any question, even if they've heard it a thousand times
3. STO/LOTRO (tie) -- these IP's lend themselves to strong communities that are patient with new player questions and encourage fleets/kinships (still quite a few asshats in STO, though)
Worst: (in all of these cases, joining a dedicated player guild, clan, corp mitigates most of these problems)
1. World of Tanks -- i love this game, but many in the community are quite toxic, profane, rude, racist, and degrading in almost every regard (fortunately the GM's are liberal in their use of the ban-hammer in general chat)
2. WoW -- most everyone still playing assumes expertise and atmospheric gear scores to play...and there is a lot of immaturity as well
3. EVE -- as mentioned in other posts: you almost can't count this game as the very nature of it breeds inherent dishonety, scams, and entrapment (which is why i love it!)

Best: Ultima Online, Final Fantasy XI, EVE Online.
Worst: World of Warcraft, Guild Wars 1 (haven't played 2 yet), EVE Online.
