More people to play with = always welcome. Good to see they are avoiding the mistake that nearly every MMO has made, launch with too many servers and close half of them after six months or sit there with completely empty servers.
Remember that there are still overflow servers, so the starting areas should be right at the capacity Arenanet wants. It's not like two thousand people will be in each starting zone when the servers open up!
Total server capacity has always been more about population density once the population spreads out and overflow servers are no longer being triggered, balanced against WvW server capacity/demand.
I'm hoping Guesting will be active for BWE3, so we can test out that functionality before launch.

there were a lot of queues for WvW even with 90+ servers I hope they increased caps for WvW. Besides that with 2 more starting zones there can already be almost 2 times more players on a server than before.

No only that, but them now being able to raise and lower the pop. cap in servers without shutting them down is just one more +1....one more step towards the possibility of absolutely no downtime and complete streaming updates
EDIT: For RPers, I wouldn't be too quick to jump to a whole new server for release, just for BWE3. What I'm hearing is that they are planning on having most (if not all) of the servers they did have open, open at launch, but they are funneling people for stress/optimization tests, as well as other population testing. PF may make launch or even BWE3 start if RPers ask them kindly on twitter to put it back up (assuming they made the changes on all servers already)
I think the most significant part of the announcement was the change of WvW match ups happening every 24 hours instead of every 2 weeks.
Starting any competiion with dynamic match ups is sure to have problems untill a significant performance record has been run up by the competitors.
Personally I think the match ups optimum time frame ought to be between 24 hours and 2 weeks. The main downside to be avoided is when one side of a match up significantly weakens for what ever reason, it means a pretty boring 2 weeks.

I'm so glad they reduced the number of servers, because BWE2 had way too many, and even made the game feel empty at times, compared to BWE1.

It could be the case that they merged them into a other server since the final wipe will be after BWE3 or the open weekend.
Well either way, I will try to contact at least my main person and choose a new server to meet up. ^_^
Will have to create our guild (Lords of Blood) on a new one aswell.
