First: Officer/Deadspace DOOOMMM!!! ships really just don't exist in real PVP. If you need a reason why look at the Alliance tournament several flagships got popped which were all officer/deadspace fits on Faction/T2 battleships. Those ships were upwards of 20 BILLION isk and they died just fine. The fact is that even the best sub-capitol tanks in the game can't withstand the firepower of 5-7 ships by themselves not even counting potential non-damaging effects (EWar, Web, Nuet, Track Disrupt, Damped) that can be applied to them. Ships in EVE are made more powerful by a coordinated group with a plan.
Which brings us to the second point: PVP in EVE is rarely 1v1 when it is, it is more an likely going to be decided not by SP but by ship types, fits, and who can define range. Almost every 1v1 fight I have been in I pretty much knew off the bat who was going to win at the start. Group fights tend to be a bit more dynamic with good piloting and FCing being more important then combined SP.
Finally: your support skills will only help you to a point. If you don't have a plan and a group of players to help you implement that plan you will be dead in the water before the fight starts. Besides basic fitting skills(all of 3 weeks training) you don't need massive support skills. Again look at the alliance tournament, they relied on teammates to fill needs in the fleet. You will never rep yourself in a fleet fight, everyone has buffer tanks fitted. You'll have tacklers handling the tackling EWAR handling EWAR, and DPS handling DPS. The fact that you may be 20-50 dps below a maxed out vet means nothing in a fleet pouring 10k+ dps at a target. I watched my Abbadon Tier 3 BS with a bait buffer tank get melted in less then 30 seconds with 3 guardians repping me. If I would have had an extra 15bil in mods on it I might have lasted 45 seconds.

Veterans use T2 weapons the same as everyone else.
A vet with "all V" skills will have more EHP than an "all IV" skill guys. But how many?
Well shield management, hull upgrades, etc are all "+5% per level" skills. That means with all level 5 skills, you'll have 125% of base hitpoints. But with all level 4 skills - which needs 80% less SP - you'll have 120% of base.
The all level 5 guy has a massive (1-120/125) = 4% hitpoint advantage. That's all he gets. 4%.
as many here said, Yes you can. There's only so many skills that are relevant to any area of EVE.

I am doing this now. maxing frigates. AF, interceptors, T1 frigs, covops .... once I am comfortable with them, I'll stop training, seriously, and enjoy the game.

Honestly, dont think about it as trying to catch up. Learn the game and you will do just fine and have really good fun in right cor. Go for it
Yes and much easier by todays standards, all skills only have 5 levels. So to answer your question YES, you can only train up to frigate 5
