Anyone else having problem creating a guild?

For around 2 day's I been wanting to create a new guild. Every single time i try it just doesnt work. I was curious if anyone else is having this bug or is it just me. Also for everyone whos going to say im doing some thing wrong i have checked everything cause I have tried like 20 times lol. I am also lvl 12 currently but I dont know if that matters.

Yeah its bugged right now. I started a guild and now I cant even see it. My guildies tell me its say that I'm not representing.

That sounds a lot more annoying then mine. Yea i want to be able to start the guild before it becomes like WoW where trying to start a new guild now is like impossible cause the big ones have full control because of the head start.
