Doesn't seem to be that many choices past level 25. You are pretty much have to zones in a particular order:

1-15: Zones adjacent to all major cities (there are 4 since Rata Sum and the Grove seem to share a zone for this)
15-25: Kessex Hills, west of Kessex Hills, west of Wayfarer Foothills and north of Plains of Ashford
    25-35: Gendarran Fields
30-40: South of Blazeridge Steppes (this doesn’t seem right position-wise but that’s what I seem to see), Timberline Falls
    35-45: Valley Headland
40-50: East of Timberline Falls, Blazeridge Steppes
50-60: NW of Blazeridge Steppes, south of Timberline Falls
    55-65: Sparkfly Fen
60: Island SW of Lion’s Arch
60-70: The zone with the volcano SW of Ancient Dwarflands, Regrown Flame
    70-75: NE Orr
70-80?: Northernmost Shiverpeaks zone (with the big lake)
    75-80: NW Orr
    80: W Orr

I hit level 60, at the 100 hour of play mark, last night. There are a number of zones along the progression I have never even been too and I've only completed one zone post level 30. (I haven't even set foot in the level 30-80 zones in the NE area of the map). Some of the zones I've been to are mostly explored, while others have barely been explored. I'm only at 32% map completion. Even then, I find I tend to outlevel a zone if I pick one and stick to it to completion. I don't rush completion, but I progress through the map with completion in mind, gather, do DEs and explore a bit beyond the marked completion objectives.

So, no, there isn't a linear progression that forces you to play through all the zones from 25 - 80.

There is huge redundancy and I haven't even touched WvW or visited any Dungeons. People who mix things up more could reach level 60 with a lot less explored.

I'm currently a head of the content and have been since about level 16. Right now I'm in Lornar's pass and I am level 38. I still have level 31 hearts to complete and haven't run into the hearts my level yet in that zone. I've only done WvW once and that was brief. I do some crafting, and I've ran AC story mode and explorable mode once so far. I do 100 percent whatever zone I go to though.

    Your kidding right?

I'm lvl 21 and still adventuring in Metrica Province, ok I'm also doing my crafting at the same time but I've got crap loads to do.

You're probably playing too fast.   This game will suck you in like that.    Many DEs have a minute or two gap between spawning.   So many times I see people do the DE then leave.   Only to miss the follow-up.

I was a perfect example of 'getting sucked in and moving too fast' today.  I played my ranger today, from 15-to-20.   I did a lot of personal story and the hearts.   Not much in DEs.   I'm three-levels under the highest incomplete heart I've exposed.

But that was my choice.   I let myself get a bit rushed as I was pushing hard for map completion because you get interesting rewards for that...    Had I taken it a bit slower, I'd be fine.  My guardian is +2 level in Kessex Hills right now.   I've done plenty of DEs with her, plus the hearts, plus the story, plus crafting, plus gathering...

    So, yeah, it can happen.

I didn't even go out of my way to explore thoroughly and I was able to reach 80 without any real problems.

I can basically map out for you what I did too.

I made a human, went out into queensdale and got to level 5 or so just doing the few hearts nearby and getting the 2 skill challenges near divinity's reach, along with whatever DEs I ran into along the way (Go ahead and just always do DEs, besides being fun, they're probably the most efficient way to level normally).

Then at 5 I went to lion's arch and went to a different racial area, I think I did metrica first.    I started doing the hearts nearby again, the few skill challenges, whatever DEs etc...this got me to around level 9-10 I think.   When I started bumping into level 11 mobs or so, I left metrica for the time being.

I forget the order from here on but I left there at 10 and went to another racial area, did most of it (since I was starting at level 10 after all).   Then did another, then went back to the human and asura zones and did most of them too.   After doing all that I was at like the lev 24ish mark.

This was around when I started playing WvWvW.   It was something that interested me pre release but wasn't really something I planned on partaking in right out of the gate.   However I started dropping in to WvWvW for a couple hours here, couple hours there etc.   I'd go do some fighting, defending etc then when I got tired of chasing people around etc and running to where the action was, I'd leave for a bit and go play some more in regular PVE.     I tended to pick up well over a full level every time I popped over to WvWvW for a bit on average.   Depending on how many events I happened to complete.

So I was well high leveled enough to go mess around in all the 15-25 zones, so that's what I did.   I mainly roamed around them picking up waypoints and skill challenges, while doing any DEs.    I wasn't really looking to complete much of anything I just wanted to get lots of skill points.     Here and there I'd drop back into WvWvW (which I highly recommend for everyone.   Even if you normally don't have a real interest in PVP this game mode really grows on you).

Really just went on from there doing that.   I never came close to running out of stuff I hadn't done/having to repeat much of anything.    I don't know whether I would have or not, but with WvWvW as well you certainly won't.
