No you can not get those exact skins in game. You can get those exact skins from the microtransaction store on the account page. Why would they hide their microtransactions on the account page? They will move them in game sooner than later.

For the record, I agree with you. The reskinning thing is petty. So is the whole anti-cosmetic cash shop argument. I support cash shops that go towards game development gor games that don't have enormous sub revenue (EQ2 and Rift good, WoW bad).

Yeah, they added a complete in game transaction infrastructure just to sell the expansion easier and to sell name changes. The cash shop isn't incoming. It's here. Let's see what they're selling in 6 months (or less, much much less).

We aren't talking about what's in there now. We are talking about what might be in there come 11/13 and/or beyond. Today it's services, next expansion, maybe it will be Sunglasses and boxing gloves. After that who knows? Is it all doom and gloom? No, Not yet. They haven't done anything game breaking yet. But, they changed their EULA for Rift you know. It included micro transactions. They carefully worded it around the need for it as it applied to EoN but I still needed to agree to it for Rift. They are going to a lot of lengths to offer expansions, game time and name changes through a UI. You can say it's only services now,and you are correct. But not not raise an eyebrow over future intent is just setting yourself up to get smacked. Even if they never do it, you should still be paying attention. Go up to the top of this page. Take a look at the payment model. It says hybrid. I am betting that's because of the new EULA.
Like I said, I enjoy this game, but I'm prepared to drop it faster than a gown on wedding night if they put anything in there I don't like.

Im still struggling to see the difference...The armored tiger isnt available in game...Yet you don't have a problem with it.
If Trion is faced with three options:
a: increase number of cosmetics for sale
b: Increase subscription price
c: cut staff
you would really prefer b or c to a?
I do have a problem with the white tiger. But even WoW sells mount skins. I hate that too. I was a long time player of Anarchy Online. The final straw that caused me to quit was the addition of a full on cash shop and the subtle ways Funcom started nerfing things in he game that OH, there just so happens to be something in the cash shop to help with that.
But to answer your question, I really don't care what they do. It's not my problem, it's Trion's. I will not subscribe to a game with that kind of cash shop. (Assuming they actually do that, but they haven't yet)
