Normal Vs. Hostile servers...

What exactly is the difference between these servers? Is Hostile where you can attack anyone anywhere?
I supposed normal is like WoW?

What i heard (please dont yell at me AGAIN sygmas) was that once you hit level 16 you can be attacked by any other organization. kinda like when you go to contested areas, except for everywhere is contested.
Oh yea, this is only when the weak allaince brakes between zions and machinists.

When the Truce breaks down, war erupts. On a regular server, OvO is optional. On a hostile server...it's not optional
