Did you totally misunderstand the Refund process? Did you expect to get a refund and then be able to log into your account?

maybe I'm reading this differn't than you guys but seems to me the OP is wondering if he purchased another code would he be able to re-activate his account not that he expected to just be able to play after getting a refund. Although I have no clue how the refund process works in that regard as I never looked into it. If it does say "account disabled" it makes me think perhaps they still have it saved in their databases.. i dunno

That is the dumbest thing I've ever heard/read on these forums. You CANNOT play an online game that you've been refunded for. The product was revoked from you the minute you got your money back. Sorry, too bad. It's your ow
You cannot get the account reinstated, it's flagged as permanently closed. The ONLY way you can play Guild Wars 2 is to purchase the game again and make another account. Good luck, good bye.

I can log in to my account and it is still possible to put in a new cd key as was required for any pre order account that only had headstart keys registered.
Even if that didnt work wouldnt i be able to call support and ask for a new key to be applied to my account ?
Also as I spent some cash on gems for more bag slots .. do you think I can request a refund on these too .. I can't access them now they stopped access to my account ...

It is common to be able to log into the account on the web page etc. . where it will say "closed" or "banned" or something similar. Have you tried emailing support to see if you can apply a key. I would hate to see your next post be about how you bought another copy and applied it to the old account and still can not play.

You can apply a new code, but you will not get your original account back. You refunded it, therefore you will never have access to it again as it has been cancelled and deleted. Nothing from the account you got a refund from can be gotten back. Your only option is to buy a new box or digital download, get the code, enter it, and begin from scratch all over again.
The OP is just trolling you and has made similar posts across multiple GW2 fan sites. Please just report and move along so that none of you fall into the trap and find yourselves in trouble with the MMORPG mods.
Clearly I wasn't expecting my account to remain playable after they refunded me.
If games companies want to suspend people for any length of time, nevermind three days, they should expect some customers to object to this, especially if there are suspended for simply discussing a topic in general chat, in a civilised way.

I don't think this was a complaint worth posting, you aren't likely to get sympathy on the matter.
You did what you did, the moderation and apparently EULA disagreed with what you did, and your further actions only closed your end of the situation.

Unless someone else here did the same thing and/or went through a similar process, asking us doesn't really go anywhere.
