More lower level content in terms of IAs mostly and I think they said something about chronicals as well but not quite sure. Over-all they do focus on high level content, though they throw a bone to the low levels when it comes to adding in features such as the IA.

SOrry i totally forgot about this. 1.11 revamped alot of souls so if say you hated the necro when you tried it, its pretty different now. Instand adventures allow you to level from 10-50 doing zone events with people it puts you in a group and you do rifts, zone event type objectives, ect ect. Mentoring allows another person to Mentor down to your level and help you w/o eating exp. For example my 50 cleric can mentor down to 18 and run the first dungeon with you. It lowers all my stats to that level. Dimensions are player housing and guild housing.

1.11 patch updated the combat system to what it will mostly be on Storm Legion (save for being able to Level 51-60, the 4 new souls, and whatever class tweaks they make).
Instant Adventures are public quests that you do as a raid group. Just queue up and then join the party :P. Easy EXP and rewards, though it does keep you behind in terms of gear and such.
Mentoring allows you to lower your level, and gain EXP from that level's rewards.
A Level 50 can Mentor down to Lv 15 and do Freemarch/Silverwood IAs with a raid and get experience points relivant to their natural Lv 50 state
Dimensions are instanced housing. They plan in introducing it in 2.0 and expanding it over time, with more features, items, and locations (only several in beta currently, but they plan a ton more). Some locations will be bought, some guild rewards, some achievement rewards, some from raid dungeon clearing - same with getting special items.
There will be player and guild dimensions, and various permission states ranging from private, friends only, select players only, and fully public dimensions that people can come in and out of from accessing a listing.
You can also set permissions on who can edit your dimensions/add stuff to it/ take away stuff from it.

Also seeing how the game isnt hard to level, and been out for over a year...
and pretty much have a core player base... they are going to cater to them...
and try to bring people back.
Pretty much,...I believe by this point in time first xpacs will solely be towards current players / returning players... not new players
