Ultimately my intent with this thread (as reflected in the first two posts)... Is to warn people that the keys are not worth their time/money. The patch notes and the advertisements for this event (their website) did not reflect the rarity of the items/skins. For all we knew, they may have dropped at the same frequency as things like tonics or salvage kits or tools.
The fact of the matter is, they do not. They will be very rare and they will only be around for a week. After the event expires, the prices on the skins will likely rocket to legendary lvls on the TP, since these particular skins can not be acquired any other way.
Unless Anet states otherwise... I personally see no reason to buy keys again. I do like some of the costumes, so I will buy one of those each event instead.
In the end, I think the rarity is a bad idea. It reflects poorly on them. It is a cosmetic item (people really need to pound that point home). My hope had been that the chests were going to evolve into something worthwhile for events, because no one really opened them before (as is reflected by the thousands of chests on the TP).
This has been a big money maker for them over the past 24 hours, but it could have been an even bigger one. Now, I and many others are going to be a bit more gunshy about using keys.
The event kinda sux hard, 90% oriented to spend cash.

I already spent over 100 bucks on gem, and dont feel spending anymore because they dont bring any decent stuff or content worth for it.
The problem with this is people's spending so much on GEMS for keys, AND they're converting gold to GEMS as well.
Current price for Gem's? 90 silver per 100 Gems. That means for $10 (800 gems) you'd get 7.8 gold. Those skins are on sale for some of them for 2-6 gold each. You could have bought a skin for $10. Congradulations on wasting the other $90.

I said I already spent too much on this game at launch, after that theres nothing usefull at the Cash Shop.
When the event got delayed a few hours, I was already LOL´ing hard because I knowed it would be a ripoff event with most stuff to cash shop, so no real bonus or nothing great at all.
I wouldnt waste my bucks buying keys, they were worthless since the launch, and 125 gems for one its a big ripoff for what they give anyway.

On top of all of this, you can actually buy these items on the market for a guaranteed 30 gold plus. There is a real value attributed. If people choose to blow their money on gambling knowing the drop rate, go for it.

No it appears they capped out value wise right before the event. Now they are back down to 8-9c and will likely drop. The early adopters should be thanked in this case. We spent our money and took our chances. We all know the drop rate is bawls now.
No one is buying those freaking keys now. I'm in a guild with like 250 members.. and everytime someone logs on to ask about the chests (first time logging on for the event).. They get spammed with DONT BUY ANY ITS A RIP OFF!

This drop rate is actually causing quite a lot of bad feeling already... which is a shame because the event itself is awesome.
The falling price of the chests is a very good indicator as to how a lot of folks are seeing this situation I think. It's obvious most are choosing to simply not engage in something that they were previously excited about (gaining those skins I mean).

Whining about the kids with their parents credit cards seems extremely week and silly. What are the numbers on this anyway? It's easy to just say, "stupid kids with their parent's credit cards." Just like it's easy to say, "stupid people with their credit cards."
Besides all that, hell yes ArenaNet is not accountable for stupid kids having credit cards.
When a parent hands their child a credit card, there is (hopefully) a silent contract that exists between both parties that the child will use the card when necessary. Of course, not all households act like this. But the ones that don't deserve every random charge they get.
There is an understanding. If that understanding is not met, then the card needs to be taken away. And in my opinion, the parents need to be there to... regulate. There are a million games and other services that attempt to attract kids and their credit cards. I don't see any of them (that I know of) as nefarious...

The second point I'll make is that Anet can not afford (according to some of you that have such detailed knowleged of their business model) to piss off the CS customers. So, if the drop rate is too low, unless you have some kind of massive addiction problem, people will not buy the CS stuff. A one time gain and a pissed off customer base is not a good way to move the game forward.
It will generate demand for the skins that do actually drop. People will sell them on the TP for a lot of money. So it's a double dip for ANET. They get to sell all those keys for the event, then they get to sell all those gems for gold for people to buy the skins outright when they give up trying to get them to drop from chests. Afteral, they are already invested in getting those event skins. Why stop now?

This game is only played mostly for cosmetic looks. There is no other thing to do endgame than get cool looking sets. The PVP is optional and nothing else to play for really once you get to 80.
Also, no lions arch is not ever full, no town or city is FULL. You see more people there, but people are never standing around looking at your armor in cities.
So, you would want these armor sets to run around in and look cool for yourself while you are in dungeons and farming and etc.
Town clothes is garbage. They have sets in the store now that work in combat, why not make the halloween sets the same so us that want them in combat can use them>?
