Soon enough people will consider either trying their luck in getting nothing or spending their money to obtain the credits needed to buy the items from the AH.
While against the TOS, seems to me the gold farmers might be very happy with TOR F2P model.

The real gold farmer is Bioware.
People who really want a cash shop item will buy the lock boxes.
The more lock boxes they buy, even when they don't get what they want, they can justify the expenditure to themselves because the unwanted loot they do get can be put up for auction on their Galactic Trade Network.
The lock boxes encourage not just gambling, but even when you "lose", because the loot is tradeable, you are in essence buying credits directly from Bioware.
The economy will inevitably be borked, and you will create a new class of player, the 1%. They will always have millions upon millions of credits because of the loot they have sold on the GTN for stuff they didn't want from lock-boxes.
As greedy as Activision/Vivendi?Blizzard has been over the years, they also realized that a cash shop is not something to fuck with. Even the few things they finally gave in to their greed and did sell, were by no means tradeable in the Auction House.
WoW decided on this course of action because they realized it would wreak havoc on the in game economy. Also they realized they were running an MMO, something Bioware doesn't seem to have grasped.
