Is this normal?

I turned off my desktop, all the leds are off, nothing is running in my system, but the light on my Razer mouse is still on, also when i pluged my ipod or my phone to the usb slot, it charged full battery. This does not happened to my old pc.

    Your sure it's not in sleep-mode? I do not believe the USB-ports are powered when the computer is turned off. In sleep-mode they are.

    Yeah my Razor mouse stays on and my iphone still charges when power is off...

    Motherboard manufacturers started offering powered USB ports while the computer was off a while ago, precisely so that you could use them to power mobile devices without having to fire up your desktop.  It's not universal, so it depends on the particular motherboard you have.  But once they've got powered USB ports, they don't care if the device attached is a cell phone or a mouse.

    Odds are the USB slots provide power even during S5 (power off) state even without that driver - the driver just allows them to go into High Power mode (which would allow devices such as iPods to draw more current and thus charge faster).

    Your post doesn't make sense - why on earth would you ever power down a desktop computer????? hehe....
