I turned off my desktop, all the leds are off, nothing is running in my system, but the light on my Razer mouse is still on, also when i pluged my ipod or my phone to the usb slot, it charged full battery. This does not happened to my old pc.

Your sure it's not in sleep-mode? I do not believe the USB-ports are powered when the computer is turned off. In sleep-mode they are.
