Can you please ask Chris about how in-game communication might be handled? Like just text or might there be some sort of voice-only hailing system like in Star Trek?

- How much of the online universe will be availabe with the private servers?
- How much do you expect you will be able to offer in the modding tools? What do you think players will be able to mod, ships, missions, systems? Anything else?
About the PvP related one: it's not that I don't like PvP. Rather, I refuse to participate in PvP if there are meaningful consequences for losing, and prefer to not play games that involve non-consensual PvP. Star Citizen has both, at least according to the info already released (even if the non-consensual PvP might be restricted to just part of the universe; the post about instances wasn't clear if outside fringe worlds players can completely opt out of PvP, but it was clear in that the intent is to have some systems where the player can't opt out of PvP).

What’s your vision on the type of PvE content that will be offered in the open world outside of the Squadron 42 military campaign?
With regard to scripted/narrative quest content, will there be roughly an equal split between Squadron 42 military vs. the privateer stuff? Or, will the single player Squadron 42 campaign represent the bulk of scripted narrative content for the game at release time?
I keep hearing the "sandbox” to refer to the online persistent universe, and in my experience there’s a lot of sandbox type games where the there isn’t a lot of real meaningful content save for what the player creates.
So along with mining, trading, and exploring and finding new jump-points to new star systems, will there ALSO be a significant amount of questing for the folks that have finished Squadron 42, similar to what was in Freelancer?

I can answer this:
YES
Partially.
Ship systems, and cargo, might be destroyed in the fight. Also, to capture the ship, the player needs to have an extra player on board to pilot the captured ship, or else leave his own ship unguarded in space.
Then there is the cost to repair a captured ship, which might be quite significative; and there's a ship registry, too, which means the police / militia in the "civilized" systems will be able to find stolen ships. There was some hints that there would be ways to change a stolen ship's ID, but that is bound to cost more money.
Piracy might be a path to riches, but it's likely to not be much faster than more "respectable" paths like explorer or merchant.
There's also the matter of insurance, which should cover the full cost of the basic ship, plus a large part of the costs of gear and cargo, if the player took insurance for them. This means losing a fully decked out and loaded ship won't be so bad an experience as in EVE, removing a good part of the sting of losing them; if your motivation to kill the other player is to harm him, it won't be that efficient if that other player has insurance.
There's also the matter of how actions might have consequences; seems like the intent is to allow players to shoot each other, but to have in-game systems that will dissuade most players from doing unlawful things. I would expect pirates and such to be welcomed into core systems by militia with guns blazing.

I was wondering about the inclusion of something like escrow or a notary public. I feel that there needs to be some sort of way for players to contract with each other in such a way that they will be held accountable. They don't have to actually fill out the contract, but they will be penalized (fined, given wanted status, etc.) for not living up to the terms. I would love to hear if some sort of system like this will be implemented.
Another question it is generally assumed that racing will be implemented in some form. How will spectating occur? Due to the nature of instances, there won't be an opportunity for a great many people to hang out along the track. Will it be possible to setup some sort of streaming in a pub or cantina?
For those of us who purchased M50's to race. Will there be some way to customize our ship's colors in order to distinguish ourselves?

They then organize, prioritize, and present the information to CCP's Development Team at regular meetings. They are additionally involved in the brainstorming process of future updates, giving early feedback, and generally letting the developers know what the community wants.)
Can you shed some more light on the Electro Skin Hull Enhancement? Will these skins be cosmetic or will they also have gameplay effect? Example blackbeard stealth skin...
