Leveling system?

I don't know if this information is out there but...How will low levels be able to progress if everything is completely open? It would be really hard with other highs levels out there.

Bolstering? or will there be battlegrounds of some sort where there are specific level restrictions?

I heard that players will be RvRing from the start. Not sure if they will have leveled battlefields that are instanced plus the open areas in frontier like areas, it would make sense but I've not heard.

Probably skill based system.

From what we know, it looks to be a class-based system within which whatever skills available to your class that you use most progress the fastest, and whatever stats are associated with said skill also raise faster.
