I know lots of people are gonna be all over me about this.......but,

im an ol' timer , so I don't want a game where it's all twitch and how fast you can click 20 different keys/ buttons.

DAOC fit me o a T. /face,stick no need to move a shield or click to block or dodge.....

you pick a skill/spell and the rng figures it out for you. Was plenty of choices what to do, backup styles etc.

i dont know if it will answer totally to your question, but here's a small part of Q&A that Mark Jacobs had a few days ago :

Towards which kind of gameplay is CU heading ? Something quick and nervous, mostly based on reflexes, or something with a tiny bit more inertia but bringing more strategy to the table?

Definitely more strategic rather than reflex-based. We want our players to think about their actions/reactions rather than just running around the battle spamming buttons.

but again it might vary with class. remember melee typically has no 'cast times' because they're expected to move while using abilities. traditionally, of course.

I always thought turn based was what those old D&D games were.

    Like Pools of Radiance.

There's a classic.  Wonder if this game will allow for lightning bolts to bounce off walls too :P

    Or Bungie's Myth

I have no problem with having to react with say an instant to disrupt a caster when you see him waving his hands.

but I would not be interested in the game if you need to dodge(ala gw2) or block(as proposed in ESO) to make playing the game viable.  Also both of these games...ESO more so have the limited ability choice.

Myth (one of my favorite gaming series) is an RTS......not even an rpg, let alone turn based in any way (it was purely about the combat/story, there was not even base building or any of those other elements you find in most RTS games, just lots of great battles and an epic storyline).

Very very good RTS with a ton of great action, and one of the best strategy games out there imo.
