Ship / Block for English speakers?

Been on this title for a few weeks now and cant seem to find a high enough concentration of english speakers to form any sort of coherant group.
I'm scrounging around on ship 10 b-20 which is where I've read the english speaking crowd congregates but really havent seen much action. I heard there is a more veteran english community on ship 2 b-20. Should I roll into ship 2 and try there?
Anyone have ideas? It's a great little game that satisfies my old PSO itch but being "alone together" in this game is beginning to give me the heebie jeebies.
I'm paranoid to try chatting in the lobby areas as I think it is against TOS to play this title outside Japan. I dont want any smartasses to get any ideas about obtaining GM brownie points for reporting me as an virtual illegal alien.

Well since no-one answered I went ahead and reaseached further to answer my own question.
Ship 2 b-20 is about as good as it will get for an ENG population
