Helping a friend out he blew 3 grand on a imac 5 years ago and I've been telling him it was such a waist for a long time.
His wife has finally agreed to let him get another and I've have talked him into letting me help build a pc with him.
I have no problem putting stuff together but I'm not really sure what to recommend. His budget is around one thousand.

Taxes and shipping will depend on where you live. I am in TN so i get jabbed with huge taxes on Newegg purchases. For me it would be around $1200 after shipping and taxes ( $100 in taxes alone ) . If you have no taxes then this should run around $1100. But you are also getting $35 in MIR, 4 free games and a free stick of DDR3 1600 ( crucial Ballistix ).
There is no HDD storage drive. I personally would rather get a good SSD and make due with a smaller capacity for a few months until i found a steal on a storage drive to add later. But thats personal preference. I spent a small amount of time doing this, you may can take a look, make changes, ect since its your money going out the door. I would actually suggest spending some time price shopping. I can suggest parts all I want, in the end its not my money so I am not as motivated to save it.
This will build you or your friend a nice Intel I5 system thats close to the budget. If you give a specific budget that has to be adhered to then adjustments and builds can be made around that.

If you want a comparison of the two builds, I picked a much cheaper but still good enough case. jdnewell did pick a better case.
The optical drives are equivalent, but mine is cheaper.
jdnewell picked a slightly better motherboard and 16 GB of system memory. I saved a lot of money by going with 8 GB of memory, and picked a very similar motherboard. MSI's -G45 tells you that it's slightly higher end than the -G43 that I picked. I only see two differences between the motherboards: his offers a PCI Express 2.0 x16 slot (x16 physical, x4 electrical) while mine offers a second PCI slot; you wouldn't likely use either. Also, his offers an optical and S/PDIF on the rear panel, while mine offers two extra rear USB ports instead; I'd actually prefer the latter.
jdnewell picked a faster but much more expensive SSD of the same capacity as mine. I'm of the view that the speed difference won't matter in the real world, as a SanDisk Ultra Plus is a perfectly good SSD, even if it is a budget model.
He picked Windows 7 while I picked Windows 8; they're the same price and pretty similar, so you can get whatever you want.
I included a hard drive and jdnewell didn't. Depending on how much storage space your friend needs, another option is to skip the hard drive and get a larger (~240 GB) SSD instead, like this:
