Saw this guy in Tempest... Anyone recognize the gear?

Was runnin around Tempest earlier tonight after getting there for the first time, and saw this guy just chilling minding his own business. Can ANYONE recognize the gear he is using? Or is it some kind of trinket that makes you look that way? The set looks freakin awesome, and I'm just super curious.

    pretty sure that's the old level 50 pvp mage set, haven't played in a year so not sure if it's still in game or not atm.

    PVP set, one of the 3 first pvp gear sets (ranks 1-2, 3-4 and 5-6 cant remember at all any more)

    There used to be vendors that sold the sets as "costume" at some point for favor depending on your pvp level (for example vanity set rank 3-4 required you to have that rank and some favor to spend on it)

    I have no clue if the cotume pvp vendor for old pre SL gear still exists however. Also this is Defiant gear, the original game had different model for each faction, unlike the lazy SL unified gear sets
