Hi I am looking for a better video card right now here's my PC build. Any suggestions on a new card between 200$ to 300$ that is an upgrade is welcomed. Prefer Nvidia but will look at AMD too.

I just purchased this card. It's amazing. Much better than my previous gtx evga superclocked 470. The temps idle at 30c with 10% fan. I've never seen it hit above 62c with my custom fan profile (highest I've seen my fan hit was around 70%).

If going for the a 7870 - You have alot of choice in hand, such as picking up a regular 7870 or perhaps a GHZ edition card. Word on the street is the tahiti-Le is basically a 7900+ series card. [Bad Naming] Should of been called the 7930. I personally own the tahiti-LE 7870 card, and its fantastic! ^ very good at overclocking as well.
Pros: this card is really amazing for the amount of money you pay for it. as others have said before its just a 7950 core on a 7870 board! this card will max out any game i throw at it at max everything.
Cons: Runs sort of Hot&Loud 85c@Max in planetside 2 w-overclock~ although I use a stock fan and it usually only pushes up to 50%, no big deal.
Word on the street << hehe~ is that nvidia cards is the way to go- if you have the cash to pump out for a 7950/7970 go for it! xD

On your budget, you could get a video card that is faster than what you have now, but not really by enough to justify the upgrade. The fastest you can get is a Radeon HD 7950 with Boost:

If you were willing to shell out for a Radeon HD 7970 or GeForce GTX 770, then it's a lot easier to justify the upgrade:

But those are well out of your stated budget.
Your more immediate problem is that your power supply is a piece of junk. That's not the sort of risk you want to mess with in a high power, high performance, high cost gaming system. But getting something nice doesn't have to cost a fortune.

That's way overpriced for what you get. If you care about heat and noise, then compared to your old GTX 470, just about anything would be amazing.
What about this for a replacement?
