Like has been said I think they decided to just voice the main stuff as to save time/money resources and be able to offer more quests with chat. Keep in mind they burned on the first pass of this game so it is costing them a pretty penny to get this second reboot out.
As to the graphics currently the pc is using dx9 which is, well old. There will be a dx11 version and a ps4 version of the game. That said I am sure the dx11 and ps4 version will make the ps3 version look meh and be nicer.
So before peeps go on and on about how nice the 1.0 how about waiting till the dx 11 is out?
