Last time I played the Ship to Ship combat was horrible. They need to overhaul that system.

They can't. An unfortunate choice of game design and engine. They used a modified version of CoX and basically took CO and slapped new graphics on it. It's the biggest problem with the game. Overhaul the way it needs to be, will never happen. What you see is the way it is and will be. IMO SFC III had better combat.

Yeah, that's all there has ever been: circle, fire weapons, repeat.
The Romulan content is a nice addition but the game's mechanics are still bland and relatively boring (IMHO).
depends entirely on your ships load out.
I know several people that do strafeing runs with cannons and mines,
the load you are thinking is the beam boats and at time you will corkscrew, at other not so much.
of course then agina in most MMOs you simply stand still and shot or hop left and right.
F2P may be the way of the future, but ya know they dont make them like they used to
