    I used to lament this sort of behavior in WoW too, especially after they implemented the group-finder, similar to FFXIV's duty-finder utility.

    Then I realized I'm as responsible for initiating sociability as anyone else; since then, whenever I start an automatically assembled group, I greet everyone with a simple 'Hello' - which is usually enough to get the others to reciprocate - and you'd be amazed how effectively that establishes a precedent for everyone feeling free to talk when they feel like it throughout the remainder of the dungeon. It also serves as a handy reminder that all of us in the party are human beings, and so deserve some respect, even if constructive criticism is called for regarding some aspect of our performance in said dungeon.

    I've found that FF MMOs tend to draw a fairly mature and friendly audience already, on account of the charm of the franchise. Still, you'd be surprised how little things like what I mentioned above can drastically help reinforce the community atmosphere.

    Don't try to get people talking for talking's sake - just bring up a question, concern, or other topic you might have - something that can start a substantive conversation (even if it's just your opinion about the game or something) - if you are worried about people talking in towns or outlying regions; I've always seen someone chime in when I did so.

    P.S. To be fair to myself and others with similar experiences; the WoW community, in contrast, doesn't seem as generally welcome and inclusive as the communities in FF MMOs, at least in my experience - but I suspect there are separate reasons for this...
