We know from lore that the Iksar are in. What we don't know is if any of the ones who were against enslaving the Combine traveled with them when they left.
I think more than what races will their be is the question, will they have unique starter areas for a lot of the races, like EQ, or will they make the story fit a cheaper/easier couple starting areas, like Rift?

Iksar and Froglok are iconic races, they will likely be in. Im betting either Ratonga or Chetari will be in.
