August 8th - New Live Letter 
August 27th - Launch Date

From the:
Square Enix Presents E3 2013 - Day3 - Producer Letter Live, the Question Came up:
Q - How much Down time between P4 end and start of early access:
A - Not much 1-3 days only!

So we know that Open Beta Phase 4 will end rather close to the Early Access. So it is highly likely Open beta will not before the New Live Letter on August 8th but after. Both of those pieces of information lead into 2 Rumored and unconfirmed pieces of information floating out there atm.

August 20th - Early Start
