The team behind it, 5 Live Studios, including Mike Diskett who originally worked on Syndicate/Wars and other quality games eg GTA is in his credits - - So, the team is experienced and if you like these RTS city sim style of games (keep thinking it reminds me of Commandos) then it should be an interesting project to back and watch dev. The starting tiers are a bit steeper than you'd prefer and they have not really got much prototype gameplay either is another downside to backing (ie estimating your risk preference), but overall if you're a big fan it seems very legit and if not, then it's already met it's funding goal and it's in for some stretch goals eg environmental destruction sounds very good if it can be reached.
They'll also do a paypal option for those that don't use ks platform.
I'd prefer to have the multiplayer option, but again that's heaps more work.
