Kunark. Nothing even was half as good as that expansion. The only other MMO expansion to come close to Kunark was Mines of Moria for LOTRO.
Kunark added everything. An entire new continent, new race to play, full level range of zones, epic weapon quests for each class, great dungeons, great loot, and dragons.
It is a toss between Dragons and Lost Dungeons. I voted Lost Dungeons of Norrath. Kunar was nice, but it will be voted high because that is the first expansion and many played and quit.
I think I spent half my life in Crystal Caverns farming crafting materials. In Cobalt Scar I would level my wizzy up by quad-kiting the wyverns. Velious is my favourite zone by far.
Probaby my least favourite is Luclin, although Paludal Caverns was great for levelling new characters up in.
Kunark & Velious closely followed by LDoN, Luclin, PoP.. this is based on how those expansions WERE - That is how those expansions played with the game mechanics at that time and not the game mechanics on live today.

After finally accepting that EQ1 had become a full instanced game, I really enjoyed LDONs and DoNs. But I base all my decisions on the expansions in their respective times. I liked the UI changes with Velious but it was a "meh" expansion for me.

I enjoyed Planes of Power a lot. What I hated were the portal stones that were added. Instant travel aside from Druid and Wizard ports should have never entered Everquest.
I really loved Velious. The armor quests, the Coldain / Giant / Dragon faction war, my favorite raid zone to this date still in ToV, the mystical Sleeper, ToFS, Kael and the head bashing trying to finally get that Avatar of War kill.
Second would probably be Planes of Power. I know it ruined quite a bit of the game, but I really liked the keying and flagging...Was awesome finally breaking into the higher teir zones and having the like minded / skill players together for some uber efficient groups and connections to the higher teir guilds if you decided to apply with them. If PoP was implemented a bit different, basically removing PoK and having a different way to navigate the Planes, I think the reaction would be a little different.

Downing the sleeper was one of the greatest moments of my life. My life is pretty average lol =(.
Kunark is by far my favorite. Lost Dungeons of Norrath and Planes of Power both drew me back into the game after a hiatus when other games beckoned. Dragons of Norrath gave me hope that I could catch up gear-wise, and Omens of War reinforced that dream.
Vellious is still my least favorite. Too many stun-resistant and mez-resistant mobs for my enchanter to deal with. This was the expansion that pushed me into seriously exploring alts before I finally dropped out. The quests and various factions were nice, but only if all your friends were doing the exact same faction.

Kunark, far and away, was my favorite. I had so much fun exploring Kunark when it came out. That place was like a real lost continent. It was like being a true explorer wading through jungles and discovering lost civilizations and ruins and such.
I guess Velious and PoP would be my follow-ups. I, like most people, wasn't a huge fan of the way PoP killed the travel system(wiz/druid), but I really enjoyed the zones/planes.

Kunark is the best expansion to an MMO I've ever played.
It didn't change anything people liked, just added alot more of what people wanted.
That was my favorite, as well. Ruins of Kunark is one of my top five favorite MMO expansions.
There isn't a "right" or "wrong" way to play, if you want to use a screwdriver to put nails into wood, have at it, simply don't complain when the guy next to you with the hammer is doing it much better and easier. - Allein "Graphics are often supplied by Engines that (some) MMORPG's are built in" - Spuffyre
I voted Kunark, overall it was the best one imo. It hit on so many levels of play.
Velious would probably be my 2nd, but the super resistance to necro spells on a lot of mobs made raiding a pain sometimes, and people wanting me to be a mana battery, but even without that, it would be #2.
I think LDoN was the start of the downfall, it on its own was not so bad, but things just got worse from there.
Kunark, Seeds of Destruction, House of Thule, in that order. Special mention for Luclin but only because of the AA system which is EQ's strongest selling point IMO.
Luclin, but only because it added the Beastlord, which became my main for many years.
I actually think Lost Dungeons of Norrath was a fantastic expansion, but Velious was the best for content, the factions and Sleeper were so far beyond anything else imagined at that time.
