GW2 is a step in the right direction.. It could be better, but in a few areas, it fails because of the lack of community involvement.. There are times I log on to my 80 toon in GW2 and go to Curse zone and NO ONE is there.. Most of the waypoints are inactive because mobs have taken over that areas (contested) and it's just too difficult to do it alone in certain classes..
IMO.. if you truly want to promote social play in the open world such as the lvl 80 zone.. then SHIT CAN those damn instances, where everyone sits in Lion's Arch waiting for invites.. And furthermore, reward those events in the public zones better so instancing is less attractive.. Rift ran into that same problem with their DE's and invasions.. It was the reason why I quit early on..

When you see a zone empty like that in GW2, it's probably because of the living story stuff going on elsewhere in the world or, you're in a low-populated server that only comes to conquer Orr occasionally.

And with the new champion loot drops you can expect even more people around clubbing champions.

The only one I can really think of is dwarf fortress.
AO, Rift, GW2 - all had quite good large scale events. These were dynamic in terms of changing what they were and how big they were, but they were basically repeats of the same event.
SWG is the only game that had something similar to what EQN is doing - where whole mob spawn areas roamed around the map and missions for them could spawn anywhere.

But after they are done killing stuff in the Gauntlet for the Queen's Jubilee. That place is a farming even.

GW2 has decent public quests with different endings, it does not have much in way of dynamic content.
Dynamic content is more living and does not repeat itself. Like orc mobs which can ban together, attack a city, randomly gain a king ect. ect.
Attempted examples in MMOs were darkfall, never did it not sure why.
Horizons, again did not do it.
and Wish, actually had it working but required writers to implement it.
