Is the Retail Launcher supposed to not work?

in Final Fantasy XIV

I'm trying to patch for tomorrow, but the EULA agreement "Next" button won't let itself become selectable?

 

I scrolled through all the agreement stuff, and then ticked "I accept", but the Next button still refuses???
