Is this a NEW game or expansion?

in Final Fantasy XIV

I never played any other FF game so was wondering about this one. Is it a new game with new servers and players starting out at level one or just an expansion that uses the same old servers and most players at max level?

    Completely new. The 2011 FFXIV was so bad they had to start from scratch. What they did in 2 years is pretty amazing tho when most MMOs these days take much longer to develop.
