I believe has to do with exchange rate,by time i exchanged my CDN into American ,it cost me the usual 15 bucks.We did have a short period of time where our dollars were on par but still there is a cost for conversion.Add in tax and conversion i was paying at least 15 so maybe they were factoring all of that in.
Americanized businesses tend to go more with the 14.99 sales pitch or 99.99 lol.

It's not really cheaper. Most 15$/month mmos let you create more than one character per server. To have the same kind of sub with FFXIV you will pay the same price, since the 13$ sub. only give you 1 char slot per server (granted in this game you don't really need more, but still..).

I have 3 characters on the same server.
Don't get me wrong, I'd pay 20 bucks a month too for a quality mmo, but if they are selling it for 12 and that's all they need to turn a profit, then more power to 'em
