Server Caps: Normal for an MMO?

in Final Fantasy XIV

For those experienced players, the server caps that are going on right now where servers are full 24/7, is this normal? If so, when do they tend to stabilize and open so others can join? 

Also, if a character is created on a specific world, then deletes that character, does he/she free up that slot so they can choose which server to create on again? My understanding (and I could be wrong) is that once a server is chosen, that's it! You're there and cannot choose another server.

    I don't think there is anything normal about how they are handling the servers at the moment.
