Can't Even Create a Character?

OK, I'm a bit late to the game.  I understand that people have been unable to log into servers.  But from what I can tell, you can't even currently create a character on any of the NA servers?  I have one toon on Exodus, but it doesn't appear I can create any more.  Are they locked for new characters all the time, or only when the servers are actively full?

 

Also, how do you delete a character?
