I currently play WoW, coming from Horizons, which had a great crafting system. Recently I have been bummed out in WoW with nothing to do when there aren't enough people on, or the same old dungeon raids get boring. Going back to Horizons is out of the question, so are there any games in progress that will include an elaborate crafting system which allows you to build housing?

There is a game with so much potential and so many great systems and ideas that its almost hard to work out why the hell its so lame... on paper it looks amazing.. in game.. its not so great

Star Wars Galaxies have complex crafting and housing but nerfed very badly in CU - currently imbalanced and bugged badly, Anarchy Online have housing and cities but crafting is not really needed - loot based game, EvE Online have very complex crafting and crafting is essential part of gameplay, but no housing (except some star base complexs) or humankind avatars (only ships).
I am not sure about EQ2 or DAoC (DAoC at least have city sieges). Necron have somekind housing system, but don't know about crafting there (also hearing that game is bugged badly...never tried it self). 2nd life have very complex crafting - but otherwise it is seems to be very shallow game.
Did I forget something major? (Forgot UO and Shadowbane)

Yup, Anarchy Online has housing but I would prefer SWG over it anytime.

UO housing and decoration dwarfs SWG...and it was made on half the technology over 5 years before SWG.
Horizons had some good ideas, but they spent so much time on those ideas that the rest of the game is grossly underdeveloped. Actually, even their good ideas are underdeveloped.

Horizons for some reason doesn't work well on my comp anymore. I have very high specs aside from my video which is mediocre, so maybe that is it. When I played HZ I loved it. I love there classes, the music, atmosphere, and crafting system. I think the reason that only 10 people currently play it is because of there financial status, they are unable to deliver atm. If in the future they overcome this, maybe I will go back.
But aside from that, I was hoping some of the games currently in development would have crafting houses planned, but the current games only seem to be mentioned. I am going ot assume that none of them stand out for this. I'm more into the fantasy thing so I don't know about Star Wars, will probably stick with WoW for now.
EQ2 has player housing. You can rent a room at the inn or buy your own house for an insane weekly rent!!! Only higher level players (or groups of people) actually buy a house.
DaoC same thing, except worst than EQ2. If you wanna buy a house, start grinding! They aren't cheap!
SWG was definatly the best. Join a guild with a player city, they are litterally GIVING away houses to all their citizens just to raise their population so the Mayor can gain more experience points for his Politician profession. And they aren't too pricy. As long as you start with a small house and you play casually, you should be able to afford it.

Agreed, SWG has the best crafting housing system of any current mmorpg. My only problem with swg housing/player cities is that it's created expansive empty areas. Player housing is a double-edged sword imo.
