Are world quests repeatable? Story quests are not but when considering the class changing options, I would guess world quests are repeatable?

No they aren't repeatable. The repeatable quest like content would be Guildleves. On your next class or third or whatever, you have leves, guildhests, dungeons, FATES, and hunting logs to carry you through the levels.
Also keep in mind that your lower level classes will have a 50 percent boost in exp gain until they catch up. With that said, I haven't found it grindy leveling a secondary.
To be honest, I do so much group content, that I barely touch quests outside of the main story. So I still have a ton laying around for my other classes if I want to do them. Although I am playing a Tank so I'm spoiled by the instant queue in the duty finder lol.
